Leilani Elliott is a human rights, child protection and safeguarding specialist who since 2004 has built her professional portfolio in a range of humanitarian and development settings across South East Asia, West Africa, Eastern and Southern, the Middle East and North Africa.
Leilani began consulting in February 2017 and has a strong track record of working with UN agencies, NGOs, donors and government authorities to meet their child safeguarding and PSEAH goals. Areas of expertise include:
- Strengthening / developing safeguarding policies, procedures and related protocols;
- Designing safe, accessible, confidential and responsive survivor-centred reporting mechanisms adapted to the cultural context and applicable legal framework;
- Conducting safeguarding risk assessments and critical incident reviews;
- Developing bespoke courses and learning materials and delivering training;
- Designing evidence-informed strategies and guidance;
- Carry out in-depth research with survivors and community members;
- Supporting organisational culture change.
A skilled practitioner, researcher and trainer, Leilani also has proven technical and programmatic competencies in the areas of cluster coordination, violence against children, harmful traditional practices (CEFM and FGM/C) and justice for children and has led and contributed to legal and policy analyses, participatory (child- and community-centred) research and multi-country evaluations. Leilani has a PhD in Law and a Masters in Development Studies, both from the University of Melbourne. She is a mother-tongue English and Swedish speaker and is fluent in Portuguese.
